The Opportunity Corridor in Cleveland, contains the largest concentration of vacant land in the City of Cleveland - a 400-acre neighborhood southeast of downtown Cleveland, once known as the “Forgotten Triangle”. The corridor is a significant investment that is expected to create community and economic development opportunities for residents in some of Cleveland's most challenged communities.
The project included building a 3-mile boulevard between I-490/I-77 and University Circle in Cleveland, linking major transportation hubs, economic drivers, and development sites in the city. The project also features a multi-purpose path for pedestrians and cyclists, and infrastructure improvements for public transit.
The key economic drivers that contribute to the neighborhood’s growth are the healthcare services, biomedical and technology sectors:
- The healthcare services industry, one of the biggest in Cleveland, is expanding with hospital networks Cleveland Clinic and University Hospitals investing in new facilities and adding jobs.
- The biomedical and technology sectors also benefit from the metro's strength in healthcare, supported by initiatives like the Health-Tech Corridor (HTC), a 1,600-acre area that links Downtown Cleveland to University Circle and includes multiple business incubators, academic institutions, and over 170 high-tech and health-tech companies.
- The Ohio Tax Credit Authority approved a 15-year job creation tax credit for the Cleveland Clinic, which could create 1,000 research and development jobs by late 2028 through the establishment of a new global center for pathogen research and human health.
- The U.S. Treasury’s Opportunity Zones program is being used as a federal tax incentive that will target high-poverty census tracks for economic development.
The corridor is a promising area for real estate development, and the initiative is expected to provide a boost to the local economy. The initiative is funded by the city's allocation of American Rescue Plan Act money, state grant money from the Ohio Site Inventory Project, and additional state money.
